The NMRA defines it as 1:87.1 in Standard S-1.1, derived from exactly 3.5mm per prototype foot: 304.8mm ÷ 3.5mm = 87.09, rounded to 87.1. European NEM 010 rounds this to exactly 1:87 for simplicity. Both values are used in commercial products, and equipment from either standard is fully interchangeable.
